Enhancing Justice Access: Video Teleconferencing Installation at El Paso’s ERCC Bonds Office

ACG installed a video teleconferencing system for the City of El Paso to connect municipal court services across command centers, improving access to justice.

Video conferencing system installed in a municipal office for remote access to court services.

As technology continues to reshape public service delivery, cities like El Paso are turning to AV infrastructure to enhance accessibility, speed, and efficiency in civic operations. In Spring 2024, ACG partnered with the City of El Paso to install a state-of-the-art video teleconferencing system at the Eastside Regional Command Center (ERCC) Bonds Office.

This strategic integration allows direct, real-time communication between the public and municipal court judges—removing logistical barriers and improving citizen access to legal services.

Project Overview

  • Location: El Paso, TX

  • End User: City of El Paso

  • Contract Number: 2400000197

  • Time Frame: March 25, 2024 – June 6, 2024

  • Project Value: $14,930.00

Scope of Work

ACG’s role in the project was to install and configure a reliable video teleconferencing system connecting the ERCC Bonds Office with the municipal court judge stationed at the Northeast Court.

This system allows:

  • Real-time virtual sessions between judges and individuals seeking to pay bonds or resolve fines

  • Secure, encrypted communication that meets municipal compliance requirements

  • Improved access to justice, especially for individuals who cannot travel to multiple facilities

  • Streamlined municipal processes, reducing time and cost for both staff and the public

Key Project Outcomes

1. Expanded Court Access

Residents no longer need to travel to the Northeast Court. Instead, they can meet virtually with a judge while at the ERCC Bonds Office, increasing civic accessibility.

2. Faster Resolution of Municipal Matters

Payments, hearings, and legal clarifications happen on the spot, minimizing delays and long waits.

3. Secure and Compliant Technology

The installed system meets all technical and legal requirements for governmental use, ensuring integrity and privacy during court interactions.

4. Scalable AV Infrastructure

The system was designed with expandability in mind, allowing the City of El Paso to replicate this model across other municipal facilities.
